Irving Water Quality Has anUnusual Ownership and Treatment Chain

Irving owns much of the water before Dallas treats it

Irving’s water story is unusually layered. The city owns raw-water rights in Jim Chapman Lake, formerly called Cooper Reservoir. Much of that water is transported through regional infrastructure to Lake Lewisville and then treated by Dallas Water Utilities at the Elm Fork treatment plant.

Irving can also purchase additional Dallas water to supplement its owned supply. Dallas’s broader source portfolio includes Lakes Grapevine, Ray Hubbard, Ray Roberts, Tawakoni, Lewisville and Fork.

This produces a three-part relationship:

1. Irving owns important raw-water supply and transmission interests.
2. Dallas performs finished-water treatment.
3. Irving stores, pumps and distributes the finished water locally.

That is far more specific than saying “Irving gets Dallas water.”

Irving’s local chloramine and DBP data

The 2025 report listed:

• average chloramine residual: approximately 2.84 ppm, with results from 0.54 to 3.98 ppm;
• HAA5: average locational result around 20 ppb, with results from 13 to 27 ppb;
• TTHM: average around 18 ppb, with results from 16 to 24 ppb.

The reported DBPs remained below the federal group MCLs. EWG’s Irving profile applies much lower independent benchmarks to HAA5, TTHM, individual byproducts and bromate.

One particularly useful example is bromate. EWG reports a utility average around 2.38 ppb, compared with EWG’s 0.1 ppb benchmark and the federal 10 ppb MCL. The same measurement can therefore be legally compliant and far above EWG’s health-oriented guideline. That is the regulatory-versus-personal-standard gap in one number.

Irving’s UCMR5 report requires careful reading

Irving’s 2025 report includes 2024 UCMR5 detections for several PFAS compounds, including reported detected-sample averages around: PFBA: 10 ppt; PFHxA: 8 ppt; PFBS: 5 ppt; PFOS: 4 ppt; PFOA: 4 ppt; PFHxS: 3 ppt; PFHpA: 3 ppt.

The report also states that more than 98% of the PFAS samples were non-detect and that the listed averages were calculated from detected samples. That methodological detail must remain in the page. Without it, an average based only on detects can be mistaken for a systemwide annual average across all samples. The data still matters to support informed discussion of point-of-use treatment without exaggerating the prevalence.

Irving publishes useful infrastructure context

Irving operates six pumping stations, eight elevated storage tanks, eleven ground-storage tanks, and approximately 735 miles of water mains. The city also identifies more than 100 miles of cast-iron and fiber-cement pipe nearing the end of expected service life.

This does not mean the city system is unsafe or collapsing. It does explain why a municipal utility continually invests in replacement and why a citywide source report cannot predict every temporary discoloration, pressure change or private-plumbing complaint at one address. Infrastructure context should educate the homeowner—not become fear language.

Hardness is supplier-side context

Dallas has published a broader finished-water hardness benchmark around 120–155 mg/L as calcium carbonate, approximately 7.0–9.1 gpg. Because Dallas treats Irving’s water, that benchmark is highly relevant. It is still supplier-side context rather than an Irving distribution measurement. Clarion Elite programming should use the current condition at the property.
