Celina’s water comes through Upper Trinity

Celina’s verified municipal supply is purchased from the Upper Trinity Regional Water District. UTRWD treats surface water associated with Lake Lewisville and Lake Chapman through two regional treatment plants before Celina receives and distributes the finished water.

That supply chain separates Celina from Frisco, Prosper, McKinney and Allen, all of which are tied to the North Texas Municipal Water District. The cities may share familiar North Texas concerns—hardness, disinfectant residuals and treatment byproducts—but they should not be described as though the same treatment plant serves all of them.

The latest City of Celina report that was clearly available through the city’s indexed public materials during this review covered 2023 data and was announced in July 2024. The city stated that its system held TCEQ’s Superior rating and that the report met applicable state and federal standards. Before future updates are published, the reporting year should be checked rather than silently presenting an older report as current.

Compliant public water is still baseline household water

Regulatory compliance answers whether the utility met enforceable public-water standards for the stated period. It does not mean the water contains no disinfectant, no hardness minerals and no detectable treatment byproducts.

EPA maximum contaminant levels are public-system rules developed from health goals while also accounting for treatment technology, feasibility, cost and systemwide implementation. EWG applies separate, non-enforceable health benchmarks without treating municipal feasibility as the controlling question.

Celina’s current EWG profile emphasizes disinfection byproducts. It reports total trihalomethanes at approximately 30.9 parts per billion, compared with EWG’s 0.15 ppb health guideline. The federal TTHM limit is 80 ppb, so the same result can be compliant under the federal rule while sitting far above EWG’s far lower benchmark.

The profile also shows historical nitrate detections and individual haloacetic-acid compounds. Those entries should be read using their stated data periods; they are not proof that Celina violated drinking-water law.

The practical takeaway is not that Celina’s public system failed. It is that a homeowner may reasonably want a stronger personal standard for hardness, chloramine and drinking water than the minimum treatment required for an entire regional system.

What Celina homeowners commonly try to change

Hardness minerals can leave white scale on fixtures and shower glass, reduce soap efficiency and accumulate inside water-heating equipment. UTRWD water is commonly described as moderately hard, but Celina does not publish a single permanent hardness number that should be programmed into every softener.

The finished-water disinfectant is also a separate concern. Regional surface-water systems commonly maintain chloramine in distribution. Chloramine is valuable to the public system because it persists through long piping networks. A homeowner may still prefer to reduce that residual before the water reaches showers, faucets and appliances.

Those two concerns require different technologies.
