Coppell buys finished water from Dallas

Coppell’s 2025 Consumer Confidence Report identifies Dallas Water Utilities as the city’s provider.

The underlying surface-water sources can include Lakes Tawakoni, Ray Hubbard and Fork, plus Elm Fork water originating from Lakes Ray Roberts, Lewisville and Grapevine.

Dallas performs regional treatment. Coppell operates the local distribution network and conducts local compliance monitoring. That distinction allows the page to discuss actual Coppell results instead of copying Dallas’s citywide averages.

Four local sites show why one city number is incomplete

Coppell’s 2025 report lists four separate monitoring locations for disinfection byproducts. The highest locational running annual averages were:

• TTHM: 21–23 ppb across the four locations
• HAA5: 23–25 ppb across the four locations

The same report lists average total chlorine residual at 3.10 ppm, with a reported range from 1.04 to 4.1 ppm.

Each TTHM and HAA5 result was below its corresponding federal MCL of 80 ppb and 60 ppb. But stopping there erases the reason the data matters to a homeowner.

The compounds are present because disinfectants react with naturally occurring organic material during treatment and distribution. EWG applies far lower independent guidelines to the groups and individual compounds. Coppell’s EWG profile also highlights chloroform, dichloroacetic acid and HAA9.

The public system met the enforceable rules. A homeowner may still prefer to reduce the residual disinfectant and the byproducts created by that treatment.

The city’s own report explains the regulatory compromise

Coppell’s report defines an MCL as a limit set as close to the health goal as feasible using the best available treatment technology.

That is the core distinction behind Water Fixers DFW’s position.

Municipal treatment must deliver disinfected water at public-system scale. Residential treatment can add another barrier after the water has already completed that journey.

The goal is not to claim the public utility failed. It is to refine water for one property beyond the baseline required of a regional system.

Coppell’s UCMR5 data adds useful context

Coppell’s 2025 report lists UCMR5 detections for PFBA at an average of 7.1 ppt, PFHxA at an average of 4.0 ppt, and PFPeA at an average of 4.0 ppt. These are unregulated-monitoring results and should not be mislabeled as MCL violations.

The presence of short-chain PFAS also should not lead to a blanket promise that one whole-home carbon tank removes every PFAS compound. Hardness is supplier-side context, not a permanent Coppell constant

Dallas has published a broader hardness benchmark of approximately 120–155 mg/L as calcium carbonate, about 7.0–9.1 grains per gallon. That is useful background because Dallas supplies Coppell. It is not a Coppell distribution measurement and should be labeled as supplier-side context.
