Terrell Water Quality:A City System and Regional Wholesale Hub

Terrell is both a retail utility and a wholesale supplier

Terrell purchases treated surface water from the North Texas Municipal Water District. The city then operates a distribution system containing more than 800,000 linear feet of water pipe, two elevated tanks with approximately 2.5 million gallons of combined storage, a three-million-gallon ground-storage tank, monitoring capacity up to approximately 10 million gallons per day, and twenty routine monthly sampling locations.

Terrell also wholesales water to:

• Elmo Water Supply Corporation;
• College Mound Special Utility District;
• North Kaufman Water Supply Corporation;
• Lawrence Water Supply Corporation;
• High Point Special Utility District;
• Poetry Special Utility District.

That role makes the page useful beyond a generic NTMWD summary. A Terrell geographical mailing address or nearby community name does not necessarily mean the City of Terrell retail report is the only relevant utility profile. The surrounding wholesale systems maintain their own distribution responsibilities.

Terrell’s local DBP results are substantial enough to interpret

The 2025 report includes several local monitoring points for disinfection byproducts. The listed HAA5 locational running annual averages were around the upper teens, while TTHM running annual values were generally in the mid-40 ppb range. Individual TTHM samples reached into the mid-to-upper 60s.

Those values remained under the federal TTHM group limit of 80 ppb and HAA5 group limit of 60 ppb. They were also clearly detectable across the local distribution network.

This is where the city page should resist two bad extremes: do not say that compliant results are meaningless, and do not say that compliance means filtration has no value. The better explanation is that Terrell maintains a disinfected public supply, while some households choose another whole-home barrier for chloramine, taste, odor and lower exposure to treatment byproducts.

EWG highlights chromium-6 and PFAS occurrence data

Terrell’s current EWG profile reports hexavalent chromium around 0.132 ppb, compared with EWG’s 0.02 ppb guideline. There is no federal drinking-water MCL specifically for chromium-6; federal regulation addresses total chromium.

The EWG profile also lists PFAS occurrence data, including PFHxS and several short-chain compounds. These values should not be converted into simplistic violation claims. PFAS regulations, compound-specific limits, sampling averages and compliance timelines require exact interpretation.

For the homeowner, the treatment implication is clearer:

• Clarion Elite does not treat chromium-6 or PFAS.
• Carbonyx Elite may address selected organic compounds depending on media and contact time.
• ClaRO is the more focused point-of-use platform for chromium-6 and selected PFAS reduction goals, subject to certification and maintenance.

Terrell’s disinfectant description requires careful wording

Terrell participates in NTMWD’s regional chloramine system and annual temporary free-chlorine maintenance. Some municipal tables may label a residual generically as “chlorine” even where total chlorine is being measured in a chloraminated system.

The public page should therefore explain the operating pattern rather than overinterpreting a single table label:

• chloramine is the normal regional residual;
• ammonia is temporarily suspended during annual maintenance;
• free chlorine becomes more noticeable during that period.

Hardness should remain evidence-based

The current Terrell report reviewed for this page did not establish one city-specific hardness range appropriate for all properties. Terrell is surrounded by several utilities and wholesale systems, making borrowed numbers especially risky.

Why Terrell should not be treated as every nearby system

Terrell’s wholesale customers receive water through their own storage and distribution networks. The upstream source may overlap, but disinfectant residuals, water age, local flushing and reporting belong to each system. This is the city page’s strongest practical lesson: treatment begins with the actual utility profile, not merely the nearest city name.
